Harassment in Cyberspace: A Civil Rights Problem?

An interesting blog symposium going on here, picking up on some proposals in recent work by Danielle Citron (Maryland).  When Professor Citron and I were recently on a radio program on this subject, a caller made the now-familiar claim that Cyberspace is like the "Wild West," ergo one just needs to live with the anarchy (the harassment, the threats, the defamation etc.).  The oddity about this familiar analogy, of course, is that the West is no longer Wild, and was long ago subjected to the rule of law and the constraints of civilization.   Why in the world whould one think Cyberspace should be left in a condition we did not tolerate in the western United States?
